why is the quality low when i call UAE from Sri Lanka using voip phones?

lot of crackling and lines going blank.
I restart the adsl router and it settles only to play up again in a couple of hours.
let me add uae and china

The UAE does not want people to use VOIP phones. It wants them to pay for its conventional telephone services which are very high in price. MSN Messenger is better.
